41 Kimball Tri-County News-Thursday, April 25, 1991 Rep Bertram: This is the homestretch After 15 weeks of legislative work, the Minnesota House of Representatives is entering the homestretch of the 1991 session, state Rep. Jeff Bertram conclud- ed last week. He said with the final com- mittee deadline for action on non-tax and non-spending bills having passed, the focus now shifts from the hearing rooms of the State Office Building to the House floor within the state Capitol building in St. Paul. "I expect the last days of this session will be very much like those of past sessions as the House and Senate pass their re- six, live bills on the major issues and then send them to confer- ence committees to work out the differences," Rep. Bertram said. Commonly referred to as "compromise" committees, con- ference committees play an im- portant part at this stage in the legislative process. In cases of disagreement between the House and Senate on pieces of legisla- tion each body has passed-- which occurs frequently--a con- ference committee consisting of three to five members from each body is appointed to iron out those differences. "A good example of this tess are the omnibus (overall) bills on taxes and appropria- tions. They'll very likely go to a conference committee before they are eventually sent on to the Governor for either his ap- proval (he signs them into law) or his disapproval (he vetoes, and kills, the bill)," Rep. Bertram said. Typically, members put in some long hours the next couple of weeks. Between now and the May 20 constitutional end-of-the session deadline, legislators like debate and cast votes on literally hundreds of bills. Rep. Bertram said he's optimistic that the 1991 Legislative Session will adjourn right on time with all of its busi- ness completed. "When we adjourn, I believe Minnesotans will see a two-year budget that responds to the needs of the people. Our priori- ties this session have been edu- cation, property lax relief, health care and the environment," he said, "and that's where youql see the bulk of the budget going." With a combina- tion of using some funds from the budget reserve, cutting state spending, and selected tax or fee increases, Rep. Bertram said, that shortfall will be erased. He said, "In these closing weeks of the session, I think you'll see a good comparison of priorities between what we think is important and where we think dollars ought to go and what Governor Carlson is talking about."
