It is indeed tragic that we do not have a rural coalition that can mobilize the countryside to Imlp bring a beter balance m the whole legislative process. Fu'sX of all, there should bea limit to the number of bills introduced. This would enable our elected representatives to concentrate on individual pieces of legislation instead of relying on staff that have be- come more bureaucratic. I be- lieve that when a bill is intro- duced it should require a de: posit of $5.000-$10.000 to cover some of the costs in- volved.
