It is indeed tragic that we do not have a rural coalition that can mobilize the countryside to Imlp bring a beter balance m the whole legislative process. This would enable our elected representatives to concentrate on individual pieces of legislation instead of relying on staff that have be- come more bureaucratic. I be- lieve that when a bill is intro- duced it should require a de: posit of $5.000-$10.000 to cover some of the costs in- volved.
