Michelle Fischbach appointed to the Legislative Task Force on Child Protection On June 27, 2016, I was appointed to the Legislative Task Force on Child Protection. The task force was created by the 2015 Legislature to review efforts to implement recommendations from the Governor's Task Force on the Protection of Children and explore additional efforts to improve Minnesota's child protec- tion laws. The task force provides oversight of efforts by state agen- cies, including the Department of Human Services, the Minnesota Department of Education, the Minnesota Housing Finance Agency, the Minnesota Department of Corrections, and the Minnesota Department of Public Safety, to assure safety and well-being for children in the child welfare system. I am honored to have the chance to serve on the task force and have the opportunity to examine and improve efforts to protect one of our state's most vul- nerable populations: children. We need to ensure that children in state care are able to live a life safe from harm and fear. Pursuant to state law, current members will serve on the task force until the end of 2018. MDH studies smoke-free * The fiscal disparities property tax law provides that the growth in commercial-industrial property tax values is shared throughout the area. In a tax increment financing district, this value sharing can either result in a decrease in tax increment financing district revenue or a tax increase for other properties in the municipality depending on whether the tax increment financing district contributes its share of the growth. Amounts displayed here indicate that the district did not contribute its growth in commercial- industrial property tax values and represent the resulting increase in taxes on other properties in the City for taxes payable in 2015. USDA awards $1.4 million loans and grants to support economic development in rural areas USDA Rural Development State Director Colleen Landkamer announced more than $1.4 mil- lion in loans and grants for three projects that will help small, rural businesses and communities throughout Minnesota. Funding is being provided through USDA's Rural Economic Development Loan and Grant (REDLG) pro- gram, through which USDA pro- vides zero-interest loans and grants to utilities that lend funds to local businesses for projects to create and retain employment. "Supporting small businesses and rural communities is vital to our economic health," Landkamer said. "This funding enables com- munities to provide import- ant support services and access to capital for rural, small busi- nesses. Since the start of this Administration, nearly 350 jobs were created and more than 600 retained as a result of funding through this program." Lake Country Power out of Grand Rapids, Minn. will receive a $130,000 Rural Economic Development loan to help Serenity Living Solutions, Inc. construct an ll,656-square-foot assisted living facility in the rural community of Remer. The new space will house 16 individual units and a commu- nity gathering space. This proj- ect will also help create 10 new positions. In Iackson, Minn., Federated Rural Electric Association (FREA) has been selected to receive a $300,000 Rural Economic Development grant to help the Cities of Round Lake and Heron Lake purchase new tanker pumper fire trucks for their volunteer fire departments. This funding will replace the current vehicles origi- nally purchased in 1979 and 1980, and help both departments' ability to meet current safety standards. Renville-Sibley Cooperative Power Association in Dunube will receive a $1 million Rural Economic Development loan to provide financing to R-S Fiber for installation of high-speed internet in rural communities through- out Sibley and McLeod Counties. This project is expected to create 11 new jobs. USDA Rural Development has a strong track record of strength- ening rural businesses and econ- omies through its Rural Business- Cooperative Service. For exam- ple, in an announcement made by USDA Under Secretary for Rural Development Lisa Mensah during her visit to local manu- facturing company Avantech in Baxter, Minn., Crow Wing Power & Light (CWP) and Consolidated Telephone Company (CTC) were each awarded a $500,000 Rural Economic Development loan. Funding will be used to assist Avantech with financing a 6.5 acre site and construction of a 48,200 sq. ft. manufacturing, engineer- ing, and office facility. Since 2009, USDA has investe(t nearly $15 million through the Rural Economic Development Loan and Grant program, for more than 30 rural economic development projects throughout Minnesota. USDA Rural Development also invests in housing, water and wastewater treatment, commu- nity facilities, local foods, renew- able energy and energy efficiency, and broadband. For more information on USDA's programs, visit www. rd.usda.gov/mn, and contact your local area office. effects Smoke-free public housing helps Minnesota cut secondhand smoke exposure by nearly half Smoke-free policies have the potential to provide health- ier environments at multifamily, public housing while also moti- vating residents to quit or smoke less, according to a new study by the Minnesota Department of Health's Office of Statewide Health Improvement Initiatives. The eight public housing prop- erties in this study implemented smoke-free policy changes after working with local public health agencies through the Statewide Health Improvement Program (SHIP). After the smoke-free poli- cies were implemented, the study found a 46-percent drop in fre- quent indoor secondhand smoke exposure among non-smokers. In addition, 77 percent of smok- ers reported reducing the amount they smoke and 5 percent reported that they had quit. Smokers noted the policy change was as much of a factor in their reduced smoking as wanting to improve their health. "These results show that imple- menting smoke-free policies at public housing properties can pro- duce positive results and healthier environments," said Minnesota Commissioner of Health Dr. Ed Ehlinger. "These policies protect residents, who are more likely to experience tobacco-related health inequities and be exposed to dan- gerous secondhand smoke in their homes." The work by SHIP grant- ees and other partners puts the state in a strong position to pre- pare for proposed changes by the U.S. Department of Housing and Urban Development (HUD) that would prohibit the use of ciga- rettes, cigars or pipes in all public housing living units, indoor com- mon areas, administrative offices and possibly outdoor areas within 25 feet of housing and administra- tive office buildings. The final rule is expected this fall. The mix of urban and rural properties that participated in the study prohibited smoking in all indoor areas, and three properties prohibited smoking on all outdoor grounds. Participating properties had a high proportion of seniors as residents. Smoke in housing develop- ments can easily pass from one unit to another through walls, doors and shared ventilation sys- tems. The percentage of resi- dents reporting exposure to sec- ondhand smoke a few times per month decreased from 44 percent to 24 percent after the properties went smoke free. SHIP grantees are working across Minnesota to help imple- ment smoke-free policies at pub- lic housing and privately owned properties in their communities to ensure greater access to qual- ity, smoke-free housing. Between November 2013 and August 2015, SHIP grantees and their partners achieved smoke-free policies at 365 rental properties. Currently, SHIP grantees are working with an additional 250 properties. HUD estimates that annual cost savings nationally from elim- inating smoking in public hous- ing would be $153 million; the bulk of the savings would come from reduced health care costs related to secondhand smoke. In Minnesota, smoking causes more than $2.5 billion in medical costs annually. For a second component of this study, MDH interviewed local public health staff and property managers and owners of afford- able housing properties who have implemented smoke-free housing policies. Factors that led to greater implementation and enforce- ment success included educat- ing staff and residents on the adverse health effects of second- and third-hand smoke (resid- ual nicotine and other toxins left on indoor surfaces by tobacco smoke), receiving assistance from experts such as local public health staff and technical assistance pro- viders, emphasizing the economic benefits of going smoke free and practicing consistent enforcement policies.
