Aug. 21 7:40 a.m. the Sheriff's Office assisted the public at a residence in the Watkins Trailer Park. An individual was advised of their options. 11:55 a.m. the Sheriff's Office took a report of check forgery at the Kingston Minimart, MN High- way 15, Kingston Township. 1:16 p.m. the Sheriff's Office responded to a report of motor vehicle tampering at a residence in the Watkins Trailer Park. There was no damage to the vehicle and the substance was able to be washed off. 11:03 p.m. the Sheriff's Office dispatched the Watkins Ambu- lance to a medical at Hilltop Healthcare Center, Watkins. One individual was transported to the Paynesville Hospital. Tuesday, Aug. 20 10:18 a.m. the Sheriff's Office took a report of a vulnerable adult at a residence on Church Street, Watkins. 3:32 p.m. the Sheriff's Office dispatched Watkins Ambulance to a medical at a residence on Sun- rise Drive North, Kimball. Aug. 19 1:32 a.m. the Sheriff's Office responded to a noise complaint at a park on Cedar Avenue and Church Street, City of Watkins. The deputy checked the park and located a vehicle; the owner of which was contacted, responded and took possession of the keys and the found property. 6:09 p.m. the Sheriff's Office responded to a report of an unwanted person at a residence in the Watkins Trailer Park, Watkins. Upon arrival of the dep- uty Samantha Ann Dobis, age 20, Watkins, was arrested on a Stearns County Warrant. 10:53 p.m. the Sheriff's Office dispatched Watkins Ambulance to a medical at a residence on Calumet Road, Stearns County. One individual was transported to the Buffalo Hospital. 11:41 p.m. a Meeker County deputy came across suspicious activity on MN Highway 24, Forest City Township. All was found to be okay. UNOFFICIAL MINUTES CLEARWATER RIVER WATERSHED DISTRICT BOARD OF MANAGERS MEETING AUGUST 14, 2013 - 7:00PM ANNANDALE MIDDLE SCHOOL, ANNANDALE, MN Chair Schiefelbein called the regular meeting to order at 7 p.m. Managers Jerry Risberg, Paul DeGree, Mary Ellen Wells and Bob Schiefelbein were present. Man- ager Mark Kampa was absent. Oth- ers in attendance were Jeff Golden, try lonsrud, Kathy lonsrud, Mike Hankee, Roger Haiford, Commis- sioner Chris Husom, Cole Loewen, Engineer Norm Wenck, Advisor Merle Anderson, and Administrator Dennis Loewen. Motion #13-08-1: Risberg, sec- onded by DeGree, made a motion to adopt the Agenda. All managers voted aye. Motion #13-08-2: Risberg, sec- onded by Wells, made a motion to approve the Consent Agenda. All managers voted aye. Motion #13-08-3: DeGree, sec- onded by Risberg, made a motion to purchase two Certificates of Deposit - one at Star Bank of Annandale, MN at $50,000.00 for two years, the other at Harvest Bank one year. All managers voted aye. Motion #13-08-4: Wells, sec- onded by DeGree, made a motion to pay bills of $30,008.47 in 21 pay- ments. All managers voted aye. Engineer Wenck and Adminis- trator Loewen presented an update on the Kimball Stormwater Phase II project. Engineer Wenck and Adminis- trator Loewen presented an update on the Cedar Lake Watershed Pro- tection and Improvement Project. Questions were fielded from those in attendance. Orv and Kathy ]onsrud left the meeting at 7:15 p.m. Cole Loewen reviewed the cur- rent revisions to the CRWD Board of Managers Bylaws. Other sugges- tions were made by managers to improve the bylaws. The Bylaws will be revised to reflect these sugges- tions. This will be an Agenda item for the August 28th, 2013, Work Session. Administrator Loewen review the District Office Staff Report, which included: 1. Septic Check Update 2. Kingston Wetland Feasibility Study & Restoration Project 3. Kimball Stormwater Phase II 4. Cedar Lake Watershed Protec- tion & Improvement Project 5. Theft Creek Survey/Walk ing several items on the office staff report. Motion #13-08-5: Wells, sec- onded by Risberg, made a motion to replace the check valve in the service line at 215 Alder Road using funds from the Clearwater Har- bor Maintenance Fund, with the understanding that this is a one- time event, and does not in any way, shape, or form indicate an acknowledgment of fault on the part of the District, nor does it set precedent for any other further action by the District in regards to this issue. All managers voted aye. Engineer Wenck presented a preliminary evaluation on Lake Augusta internal load reduction strategies. Discussion was held regarding the evaluation. This will be an Agenda item for the August 28th, 2013, Work Session. Motion #13-08-06: Risberg, sec- onded by DeGree made a motion to adjourn. All managers voted aye.
